This three day program is designed to provide knowledge and practical skills for the safe removal of friable
and non-friable asbestos containing material (ACM). It covers part 4.3 of the WHS/OHS regulations
and meets the needs of removal personnel and supervisors to competently remove both forms of
The aim of this training is to provide the necessary knowledge and skills to enable participants to work under licence and regulatory conditions to safely remove ACM in workplaces.
Consistent with the relevant class conditions participants will learn about asbestos, regulations, codes, removal control plans, removal techniques, notifications, decontamination, transport and disposal.
Note: This training does not provide a licence to remove asbestos. A licence to remove asbestos can only be issued by the relevant OHS/WHS Authority with jurisdiction over the workplace where the removal is to be conducted (e.g. Worksafe).
All participants are required to have completed the CPCCWHS1001 – Prepare to work safely in the construction industry or an equivalent unit. Participants must present either a Certificate or Statement of Attainment* with this unit itemised to be accepted on this course. Where learners are unable to produce this evidence, they will be required to undertake this course first – details on request.

The program is divided into 10 sessions that are conducted over 3 days. The course is presented in a variety of ways to ensure a strong teaching and learning environment is maintained including participants to demonstrating competence in practical scenarios. The program is trainer centred and guest speakers may be invited to participate.

The course provides skills and abilities to safely remove friable and non-friable asbestos, and also the requirements to supervise such activities, but see Licensing and registration information below.
On successful completion of this course, the participants will be awarded a Statement of Attainment for the three units. In addition learners will be provided with an industry Blue Card.
Licensing and registration information
Licensing requirements vary based on whether the State or Territory has accepted the WHS harmonised legislation. For States that operate under this legislation, then an individual will require the units of this course to be able to conduct Asbestos removal and or supervision. Note: The organisation for which the individual works must also must be registered the relevant work safe.
For States that have not adopted the WHS harmonised legislation (e.g. Victoria), Worksafe require the organisation to be licensed and to use trained operatives (who have attend a course at an approved training organisation) – PICAC is approved by Worksafe Victoria.
The course is delivered over 3 days at the PICAC campus. In addition learners will need to undertake approximately 2 hours of self-study per day.
Training for this course will be conducted at the PICAC campus or other approved and suitable location. The PICAC facility has a purpose built practical training area for the Asbestos classes.
Subject to timetabling and minimum student numbers, this program can be delivered either during the:
– daytime for candidates required to complete skills development required for in house training by employers or
– daytime or evening for self-employed or unsponsored employees wishing to advance their skills.
The program involves both classroom delivery and practical demonstrations and practice. The classroom activity will involve the background to the Asbestos problem, identification of ACMs, legal and regulatory requirements and approaches to the safe removal of ACMs.
Assessment are designed to verify that you are competent in safely removing all ACMs and to be able to supervise this activity. To confirm that you are competent you will be observed demonstrating and role-playing your skills. In addition, you will need to complete written question and answer learning checks to confirm you understanding of Asbestos Knowledge, Control Measures, Removal and Supervisor Actions.
Recognition of Prior Learning (RPL)
As this course is conducted primarily as a Worksafe Victoria or similar assured program, recognition of prior learning may not be offered. It is unlikely that RPL would be granted on experience alone and that a demonstration of skills and the application of knowledge will be required to meet regulatory requirements.
Applications for RPL may be considered where there is clear justification – in which case candidates will be required to complete all assessments identified here.
